
The Goliad County Groundwater Conservation District (GCGCD) announces the opening of the public comment period regarding the proposed amended Desired Future Conditions (DFCs) for Groundwater Management Area 15 (GMA-15).
In accordance with Section 36.108(d-2) of the Texas Water Code, the statutory 90-day public comment process was initiated following GCGCD’s receipt of the approved explanatory report and supporting materials from Groundwater Management Area 15 on April 7, 2026. GCGCD is initiating a public comment period to receive input from residents, landowners, permit holders, agricultural producers, businesses, and all interested parties regarding the proposed DFC amendments.
To encourage additional public participation and community input, the Goliad County Groundwater Conservation District will continue accepting public comments regarding the proposed Desired Future Conditions through August 31, 2026.
Desired Future Conditions are groundwater management goals established by the groundwater conservation districts within GMA-15 to help protect, preserve, and conserve groundwater resources for current and future generations.
On March 12, 2026, the representatives of GMA-15 approved proposed amendments to the Desired Future Conditions for relevant aquifers within the management area, including interim DFC values and accompanying plain-language explanations. GCGCD received the approved explanatory report and supporting materials on April 7, 2026.
The District Board of Directors will tentatively conduct a public hearing on July 20, 2026 pursuant to the notice requirements of Section 36.063 of the Texas Water Code. Information regarding the hearing date, time, and location will be posted separately once finalized.
